Review of 2025: Accelerating Finnish companies’ business activities in Ukraine
In 2025, Finnpartnership programme, which channels development cooperation funding, grew beyond its size in relation to Ukraine. Since the start of Russia’s invasion, our financial grant has supported a total of 62 projects by Finnish companies in Ukraine, 25 of which were initiated in 2025. By the end of 2025, this meant a total amount of 10.5 million euros granted funding to help Finnish companies start operations in Ukraine. This would not have been possible without Finland’s national reconstruction plan for Ukraine, done in 2023, which allocated a total of eight million euros through Finnpartnership to Finnish companies in 2024 and 2025.
Following Finnish companies’ interest in Ukraine, Finnpartnership programme has become familiar to the companies in a new way. In 2025, alongside traditionally “softer” sectors, new industries such as construction, mining, and transportation entered the group of development funding users. A total of 359 representatives of Finnish companies learned about the use of development cooperation funds in business through our virtual application workshops. Companies play a clear role as promoters of development in situations where society is ready to move from an aid-based economy toward entrepreneurship, but where business know-how, the ability to start operations, and access to capital are still insufficient. This is precisely where Finnpartnership operates. The programme’s primary performance indicators are the creation of decent jobs and the strengthening of local companies’ capacity. Alongside development impact, Finnish companies gain access to growth markets.
Finnpartnership has always built partnerships in places where traditional export promotion is less relevant. In light of current events, global crises unfortunately do not seem to be decreasing, so there will likely continue to be a need for agile and bold business financing.
