Ukraine remains the most popular target country for Finnpartnership-supported projects

In 2025, Finnpartnership continued bridging Finnish and Ukrainian companies. Altogether 25 supported projects, with a total granted funding of over €4M, took shape across Ukraine. Construction was the leading sector, accounting for 11 projects, followed by manufacturing, energy, health technologies, and ICT. Currently there are over 60 ongoing projects in Ukraine that Finnpartnership has supported. Ukraine is expected to remain the most popular target country for Finnpartnership-supported projects also this year.

Construction activity remained strong, focus on energy protection

Despite immense challenges, Ukrainian businesses have demonstrated remarkable resilience. Over the past year, the economy managed to grow – with GDP rising by 2.2%. Key contributors to this growth included domestic (retail) trade, construction, military technology, pharmaceutical products, and building materials.

International financing institutions played an important role in stabilising Ukraine’s economy through supporting projects that backed up the public services and municipal infrastructure such as water supply, roads, and public utilities.

Construction activity remained strong in 2025 (+23.5% in 2024) with a clear focus on energy protection and residential projects. Lviv Oblast was a leader in both new project launches and completed residential sales.

Foreign investments in transportation and logistics helped stimulate demand for high quality warehouse facilities. This made 2025 the strongest year for the storage real estate market in a decade.

At the same time, businesses faced significant challenges, including high security risks, rising construction material costs, labour shortages, and the growing need for skills development and adult education.

Finnish solutions in energy sector relevant for Ukraine

In 2026, the state and private sector are not only looking to repair damage, but to design and build resilient energy systems for public buildings and local communities. Renewable energy solutions, including solar, wind, and energy storage technologies, are emerging as real opportunities for new business partnerships. Finnish expertise and solutions in clean energy systems, district heating and energy management are highly relevant for Ukraine’s economy.
