Finnpartnership annual report 2025

In 2025, demand for Finnpartnership’s Business Partnership Support and other services remained high, as in the previous year. Companies are using the financial grant to implement larger projects than before and are leveraging the funding particularly to gain access to the Ukrainian market.

In 2025, a total of €9,543,861 in Business Partnership Support was granted to 79 projects by Finnish companies. This is the second highest amount awarded in Finnpartnership’s history. In addition to the increase in the number of projects, Finnish operators are also implementing larger projects with the financial grant. The average amount of funding granted to projects exceeded €100,000 for the second time, reaching exactly €120,808.

Key figures for 2025

  • A total of 9,543,861 euros in funding was granted to 79 projects.
  • The projects targeted 42 countries and 18 different sectors.
  • The most popular target countries were Ukraine, India, Vietnam, and Tanzania.
  • The most popular sectors were construction, education, and ICT, as well as health and the environment.
  • Financial grants were awarded to a total of 77 Finnish companies and organisations. A significant change was the increase in the number of large companies among both applicants and recipients of Business Partnership Support.
  • A total of 359 representatives from Finnish companies were trained in sustainable development in the application workshops.

Ukraine remains the most popular target country for Finnpartnership-supported projects

Finnish companies have made particular use of the funding to launch business operations in Ukraine. For the second year in a row, Ukraine was the most popular target country, with over 30 percent of the applications received by Finnpartnership directed there. Nearly 4.2 million euros in funding was granted for Ukraine projects, accounting for over 40 percent of total grants.

Finnpartnership has thus gained a significant role in supporting Finnish companies’ operations in Ukraine, despite the programme’s relatively small size. Since the start of Russia’s war of aggression, Finnish companies have launched a total of 62 projects in Ukraine with the help of Business Partnership Support. By the end of 2025, this amounted to a total of nearly 10.5 million euros in Business Partnership Support granted to help companies launch operations in Ukraine.
