Call for proposals: European Commission grant for early-stage infrastructure projects
European Commission has launched a call for proposals for early-stage infrastructure projects focusing on energy, urban development, transport, and artificial intelligence. Granted funding per project is between €0.5 and €2 million. The call is open to companies of all sizes, and the main applicant must be registered in an EU member state.
The main objective of the call for proposals is to leverage the expertise, experience, and technology of companies in EU member states as part of infrastructure project development in partner countries in Asia and the Pacific, Latin America and the Caribbean, as well as sub-Saharan Africa. The grant is intended to support the initial planning and feasibility studies of companies so that projects can progress to the implementation and financing stages.
The total budget for this early-stage investment mechanism is over EUR 40 million, distributed among different sectors as follows:
- Energy, €14.3 million
- Urban development, €4.5 million
- Transport, €7.8 million
- Rail transport in Latin America and the Caribbean, €10 million
- Artificial intelligence, €4 million

By providing direct financial support for investment preparation, the Commission’s initiative aims to enable significant infrastructure improvements in partner countries, creating new market opportunities for the EU private sector, promoting economic development, job creation, and regional integration.
